Guy Robert Pilcher had Newfoundland as a commander from 28 September 1943 until 4 February 1944, while she was under repair at the Boston Navy Yard. He is not the American officer Winston Pilcher Folk. The surnames meet in the middle of another man's name, and the careers do not.

Uboat.net gives his birth as 19 June 1901. It gives no place, no parents, and no death.

The page lists him as acting sub-lieutenant from 15 September 1920, sub-lieutenant from 15 May 1921, lieutenant from 15 February 1923, lieutenant-commander from 15 February 1931, and commander from 30 June 1938. It lists no decoration.

The only commands on the page are the destroyer Venetia from 13 October 1939 to 20 November 1939, the destroyer depot ship Woolwich from 26 January 1942 to 6 June 1942, and Newfoundland. The naval-history chronology of Newfoundland does not name him. Its summary of captains jumps from Slayter to Ravenhill. Uboat.net records one event in his time on board: on 6 December 1943 she was docked at the Boston Navy Yard, and the citation is ADM 53/118282 at Kew.

Nothing after 4 February 1944 was on the page that was fetched.
