Paul Kelly Perry, Coast Guard, is the officer the command list names for Arthur Middleton from 7 September 1942 to 31 July 1943. The commissioning entry calls him Commander P. K. Perry. The list calls him a captain for the whole of that tour. The day the rank changed does not appear in either line.

He had her for the attack-transport conversion, the San Diego shakedown, and the passage to the Aleutians. On 12 January 1943 she was in Constantine Harbor at Amchitka. Worden (DD-352) grounded and broke up while covering the landing, and Perry's ship took 175 survivors aboard. She then dragged her anchor and grounded. A shorter history says the grounding came during the rescue. One chronology dates it 13 January. She was still on the rocks on 1 February, when she was reclassified APA-25.

One account has her afloat again on 9 April, in tow for Dutch Harbor, and then on for Puget Sound. Captain Severt Andrew Olsen, Coast Guard, relieved Perry on 31 July 1943. The permanent repairs were still going on. She sailed in September. Tarawa, the Marshalls, Saipan, Leyte, Lingayen, and Okinawa were other captains' cruises. Olsen had her again after a temporary captain, George W. McKean. John Arthur Glynn had her after the surrender. Joseph Wade Adams Jr. and Aaron Frederick Beyer Jr. had her in 1946, through the decommissioning at Norfolk on 21 October.

From 19 March 1945 to May 1946 he commanded Samuel Chase (APA-26). Fritzsche had her through Normandy and southern France, and he still had her when she struck a shoal on 16 March 1945. The new tour covered the aftermath, the repairs at San Francisco, Okinawa in July 1945, and the occupation voyages.

A town, an Academy class, and a date of birth do not appear on the command list or in the commissioning line.
