Richard Brittain Tuggle commissioned the light cruiser Pasadena (CL-65) and had her through Iwo Jima and the long Okinawa cruise. NavSource lists him as captain from 8 June 1944 to 2 June 1945. DANFS names Capt. Richard B. Tuggle at the commissioning on 8 June 1944. NavSource gives his final rank as rear admiral.

Uboat.net gives his birth as 6 May 1898 and his death as 1 July 1990, at age 92, and leaves the places blank. The Hall of Valor page gives his home as Barbourville, Kentucky.

He was in the Naval Academy class of 1919. Uboat.net lists him as a commander from 1 January 1939 and as temporary captain from 17 June 1942. It dates command of the repair ship Vulcan (AR-5) from June 1942 to 25 September 1943 and states that it has no further career narrative. The Hall of Valor page says he retired as a rear admiral.

The Legion of Merit citation, to Captain Richard Brittain Tuggle, is for duty as chief of staff to a naval task force commander during the invasion of Italy in 1944, after his predecessor was wounded. He directed the clearing of assault beaches, accelerated unloading, and the movement of landing craft to other theaters. That citation is not the Pasadena cruise. DANFS then has him in command when the cruiser was commissioned on 8 June 1944. She reached the fast carriers at Ulithi in November, screened strikes on Luzon and Formosa, bombarded at Iwo Jima in February 1945, and as flagship of Cruiser Division 17 stayed at sea 80 days for Okinawa, including the night bombardments of Minami Daito. NavSource relieves him on 2 June 1945. Uboat.net instead dates the cruiser command from 6 August 1944 to 6 February 1945. The command line keeps NavSource, which matches the DANFS commissioning day.

The fetched pages say he retired as a rear admiral and that he died on 1 July 1990. They do not give a later command or a place of death.
