Katsuragi was named for Mount Katsuragi in Nara Prefecture. Her keel was laid at Kure Naval Arsenal on 8 December 1942, she was launched on 19 January 1944 and completed on 15 October 1944. She never embarked her complement of aircraft.

She reached Kure on 15 February 1945. Task Force 58 aircraft lightly hit her with rockets on 19 March, killing one man. Task Force 38 aircraft hit her once on 24 July, and on 28 July a 2,000-pound bomb went through the flight deck and exploded in the upper hangar. She survived the war and was repaired in October 1945 for repatriation duty, bringing soldiers and civilians home. She was scrapped between 22 December 1946 and 30 November 1947.
