William Power Carne had Ceres from 6 April 1942 until 21 April 1942. That is the month Mason records her move from the Ceylon bases to Kilindini with the other Eastern Fleet ships.

Uboat.net records that he was born on 25 May 1898. The page gives no place and no date of death.

The rank table lists midshipman on 2 August 1914, acting sub-lieutenant on 15 January 1917, sub-lieutenant on 15 September 1917, lieutenant on 15 April 1919, lieutenant-commander on 15 April 1927, commander on 30 June 1933, acting captain on 19 May 1941, and captain on 30 June 1941. He retired on 7 July 1950. He was mentioned in despatches on 29 July 1941 and on 1 January 1946, and he was appointed CBE on 9 June 1955. The page says it has no career narrative.

He relieved Stephenson on 6 April 1942 and left on 21 April, when Cecil Charles Acland Allen took her. Mason's April entry is the transfer to Kilindini when Eastern Fleet ships withdrew from Ceylon. He does not put Ceres in the search off Ceylon. The pages do not say which day of April she sailed, and they do not say what either mention in despatches was for.

He retired on 7 July 1950 and was appointed CBE on 9 June 1955. The fetched pages do not record a death.
