Captain Andrew G. Shepard had Cleveland from June 1943. On the night of 1-2 November 1943 she was in Rear Admiral Aaron S. Merrill's cruiser line off Empress Augusta Bay, with Montpelier, Columbia, and Denver.
The cruisers sank Sendai. That fire is not credited to one of them. Cleveland was not sunk. The Navy Unit Commendation is for that night.
